The continuous blowing and the synthetic jet actuators were used to investigate their effects on fully stalled airfoil as active flow control methods. An opening with tangent to boundary layer (TBL) configuration was installed over the suction surface of airfoil of Selig-Donovan (SD7003) airfoil at angle of attack of 16° and Reynolds number based on chord length of 60,000. An optimization using the coupling of genetic algorithm, artificial neural network and CFD was carried out to look for the optimum operation design point. The inserting location, the opening diameter, the velocity amplitude and the frequency were considered as design variables. The results indicated a significant improvement in aerodynamic characteristics of the performance, the lift and the drag coefficients. Using the unsteady actuation showed better improvement with respect to steady one while represented a notable reduction in applying of momentum coefficient. The flow field characteristics of both conditions were illustrated and compared together. Also, the friction coefficient of synthetic jet actuator had lower value amount increment with respect to continuous blowing actuator. Therefore, it showed a higher performance improvement in comparison with the continuous one.
